The origin of the Proclamation is NOT in the Missale Romanum as Mr. Forster mentions.  Below is the Latin version of a portion of the Martyrology of December 24th from Divinum Officum for the readings at  "Primum".  Note the Latin is identical to that of Mr. Forster and the English translation varies only slightly.  Note also the instructions as to how the Martyrology is to be recited or sung.
